Those sceptical about the benefits of social empowerment should be reminded that the early successes of community conservation in the northwest of Namibia (the home of the largest free-roaming population of black rhino in the world) were achieved by establishing a vision and sense of local ownership of wildlife through direct  involvement of communities in conservation
