Enabling Pathways for Rights-based Community-led Conservation

September 2025

The Global Biodiversity Framework acknowledges that the rights, leadership, and knowledge of Indigenous Peoples, Afro-descendant Peoples, and Local Communities can contribute to sustainable conservation outcomes. This report assesses the legal frameworks and biodiversity strategies of 30 high-biodiversity countries across Africa, Asia, and Latin America to evaluate progress toward rights-based, community-led conservation. The findings reveal both notable opportunities and persistent gaps that must be seized or addressed for countries to fulfill the promise of the Global Biodiversity Framework.
