Sinjajevina mountain pasture community adopt a historic declaration for their territory of life

The Sinjajevina highlands—one of Europe’s largest mountain pastures and a vital biodiversity hotspot—have secured a landmark victory. In July 2025, the Montenegrin government officially abolished plans for a military training ground that had threatened the region since 2019. This decision follows years of non-violent resistance by the “Save Sinjajevina” movement, a coalition of traditional guardians, activists, and scientists.

In a newly published declaration, the eight communities and their partners have formally designated Sinjajevina as a “territory of life.” This declaration reaffirms the communities’ right to govern the land using collective responsibility and traditional knowledge, ensuring the plateau remains a shared commons for future generations.

The declaration establishes clear protections for the ecosystem: they firmly oppose further militarization, mass tourism, intensive agriculture, and unregulated industrial projects, such as mega-wind farms. Instead, the movement promotes seasonal pastoralism, community-based tourism, and scientific collaboration.

As part of the global movement to sustain and defend territories of life, this victory and declaration set a powerful precedent for communities around the world.
